6.1         Co-design of the District Environment Strategy

Te pūtake | Purpose

1        To seek direction on the development of the Environment Strategy for the district including:

1.1    The priorities for inclusion in the Strategy;

1.2    A preferred way forward to co-design and draft the Strategy, including engagement with iwi, ahead of the Strategy being agreed by Council.

Taunakitanga | RECOMMENDATIONS 

That Te Whakaminenga o Kapiti:

A.      Note the scope and development approach, agreed by the Strategy, Operations and Finance Committee on 15 May 2025, with an aim of finalising the Environment Strategy in September 2025 (at this stage).

B.      Provide feedback and direction on a preferred approach for co-design of the draft strategy including potential priorities for inclusion and the relevance of existing documentation or material for inclusion.

Tūāpapa | Background

2        The development of an Environment Strategy is a Top-10 priority for Council and has been in development since 2023. Work on the strategy was paused, however, due to several factors, including delays to the delivery of the Te Whaitua o Kāpiti programme.

3        An update on work towards progressing the Environment Strategy was presented to the Climate and Environment Committee (CEC) on 8 April 2025.[1] Of note, this briefing outlined:

3.1    The implications of upcoming Central Government reforms, and proposed options to progress the strategy.

3.2    The scope and phasing options for progressing the strategy.

4        Feedback from this discussion was conveyed to the Strategy, Operations and Finance Committee (SO&F) on 15 May 2025.[2] At this meeting, SO&F agreed to the development of an overarching strategy which:

4.1    maps existing strategic direction to provide clarity and alignment

4.2    leverages what is already known about community aspirations

4.3    identifies gaps for future work

4.4    focuses on growing partnerships and developing good monitoring practice to increase knowledge

4.5    develops an action plan separately (in 2026).

5        Further to this, the approach endorsed by SO&F in May 2025 targets completion of the strategy before the end of the current triennium, in September 2025. However, SO&F noted the importance of co-designing the Environment Strategy with our iwi partners.  This paper is focused on what next steps look like to bring this to life.

6        Given the Council’s intention to make use of existing material and advice in forming the Environment Strategy, Te Whakaminenga o Kapiti is asked to consider and advise on a preferred way to:

6.1    Confirm relevant existing information for consideration to support discussion. Appendix 1 sets out an overview of documents Council has identified which may be relevant for use (including links to each document) that outline values and principles which may be relevant for consideration for inclusion in the Environment Strategy. In summary, this includes:

6.1.1    Coastal strategy

6.1.2    Growth strategy

6.1.3    Open space strategy

6.1.4    Sustainable transport strategy

6.1.5    Kaitiakitanga Plan – Atiawa ki Whakarongotai

6.1.6    Kapiti Whaitua

6.1.7    Te Haerenga Whakamua

6.1.8    KCDC stormwater management framework

6.1.9    Takutaki Kapiti Cultural values

6.1.10  Natural Resources plan.

 

6.2    Discuss what a “co-design approach” for shaping and landing a collective Environment Strategy could look like for the district.

6.3    Advise who is best placed to engage and provide further input to share the Environment Strategy by way of co-design.

7        There are no options to be considered other than provision of feedback on the points set out in paragraph 6.1 to 6.3.

Mana Whenua

8        Iwi partner support for the Environment Strategy will be critical to landing a direction that supports positive change in our community and aligns collective effort. We want to ensure that we can support authentic engagement with our iwi partners to ensure collective buy-in for what and how we work together.

9        In line with direction from Te Whakaminenga o Kapiti, Council staff will progress discussions with iwi partners to shape and develop a draft Environment strategy ahead of potential public consultation in August 2025 (as currently proposed).

6.2         Māori Economic Development Fund 2024-25

1        To provide Te Whakaminenga o Kapiti with an overview of the Māori Economic Development Fund 2024-25 grant round and the allocation of funds.

He whakarāpopoto | EXecutive summary

2        In 2013, Council adopted the Strategy for Māori Economic Development and Wellbeing in Kapiti to set out how Council will support Māori Economic Development in Kapiti with iwi and hapū with whom it has a relationship. 

3        The Strategy was specifically developed to lay a foundation for future Māori Economic Development focusing on three themes of Manaakitanga, Kaitiakitanga and Kotahitanga.

4        The Māori Economic Development Fund aims to assist iwi, hapū and whānau allocation subcommittee with costs associated with the ongoing development of Māori Economic Development associated with the three themes of Manaakitanga, Kaitiakitanga and Kotahitanga.

5        The Māori Economic Develop Fund subcommittee is a subcommittee of Te Whakaminenga o Kapiti, responsibly for assessing all applications and to allocate funds for the annual Māori Economic Development Fund.

6        In 2020, Council developed an Economic Development Strategy and Implementation Plan, developed under the guidance of an independent Economic Development Kotahitanga Board. 

Te tuku haepapa | Delegation

7        Under Part A, Section A.1 of the 2022-2025 Triennium Governance Structure and Delegations, Council’s governance functions are guided by a partnership between elected members and tāngata whenua of the Kāpiti Coast District, namely, the iwi and hāpu of Te Āti Awa ki Whakarongotai Charitable Trust, Ngā Hapū o Ōtaki (Ngāti Raukawa) and Ngāti Toa Rangatira (together forming the A.R.T Confederation).

 

Taunakitanga | RECOMMENDATIONS

That Te Whakaminenga o Kāpiti:

A.      Acknowledge and thank the members of the subcommittee for making themselves available to assess and allocate funds.

B.      Invite the Economic Development Kotahitanga Board members to a Te Whakaminenga o Kapiti meeting to discuss the review of the Strategy for Māori Economic Development and Wellbeing in Kapiti 2013.

Tūāpapa | Background

8        The Māori Economic Development Fund aims to assist whānau, hapū and iwi, mātāwaka and Māori Business within the Kapiti Coast District with costs associated with the ongoing development of Māori economic activity, in particular, activity associated with:

i)          Manaakitanga – leveraging the potential of rangatahi and building whānau capacity

ii)         Kaitiakitanga – working with the whenua

iii)        Kotahitanga – supporting whānau to achieve economic wellbeing – capacity, collaboration, innovation and Māori Business.

9        Applications are considered provided their application is endorsed as being consistent with and aligning with the strategic priorities of the Strategy for Māori Economic Development and Wellbeing in Kapiti 2013 by the Chair of one of the three iwi who are signed to the Memorandum of Partnership and can show economic benefit for Māori.

10      Eleven applications were received in this grant round, seven of which were from previous recipients.

12      The current Strategy for Māori Economic Development and Wellbeing in Kapiti is now 12 years old, and overdue for review. The Economic Development Kotahitanga Board (EDKB) are currently reviewing this document, with the three iwi representatives leading the work. There is no update provided to date; it is recommended EDKB are invited to Te Whakaminenga o Kapiti.

13      The subcommittee identified that there were two distinct types of applications in this grant round: established businesses and startups. The subcommittee would like to explore ways the fund can serve both effectively in the future.

14      The subcommittee Terms of Reference do not provide direction concerning imposing a limit on the number of times an applicant can apply to the fund. The subcommittee feel it a prudent approach to cap the number of times an applicant can apply – they wish to seek direction from the Te Whakaminenga o Kapiti table regarding this.     

Ngā kōwhiringa | Options

15      A review of the terms of reference could be undertaken on behalf of Te Whakaminenga o Kapiti, but it would be practicable for any review of the terms of reference to be undertaken in line with a programmed review of the Strategy for Māori Economic Development and Wellbeing in Kapiti 2013.

Mana whenua

16      In recognition of the Crown’s responsibility under Te Tiriti o Waitangi, the Local Government Act 2022 sets out principles and requirements for Council to facilitate Māori participation in all decision-making processes, including to foster Māori capacity to contribute to the decision-making processes, (refer S4, Parts 2 and 6 of the Local Government Act). Council’s Long-Term Plan 2021-41 committed to an enduring relationship between Mana Whenua and Council at the heart of our activities for the community and wider relationships that surround us.  As mana whenua of the Kapiti Coast District, Council has been informed and guided by the views of mana whenua iwi partners and will consult with each iwi partner through their representatives, on any matters proposed in this report.

Panonitanga Āhuarangi me te Taiao | Climate change and Environment

17      As tangata whenua, the mitigation or adaption to the effects of climate change is relevant to mana whenua iwi as kaitiaki of te taiao and will be of consideration in terms of ensuring future Māori Economic Development is environmentally sustainable.

Ahumoni me ngā rawa | Financial and resourcing

18      The Māori Economic Development Fund is resourced through Te Whakaminenga o Kapiti work programme activities budget. Administration support to administrate the funds and to support the subcommittee is provided by the Iwi Partnership Group.

19      Any programmed review of the Strategy for Māori Economic Development and Wellbeing in Kapiti 2013 may require additional resourcing and costs and if they are unable to be absorbed within current budgets, additional operating budget to meet those costs will be sought in the next annual plan.
