6.1 Local Body Elections 2025 - Induction and Inauguration Ceremony

1 To provide the members of Te Whakaminenga o Kapiti with an update on the planned induction phase and inaugural meeting which will follow the local body elections, and to provide an opportunity to discuss the venue and format of the inauguration ceremony and mana whenua involvement in the formalities of the evening.
Tūāpapa | Background
2 In line with the Local Electoral Act 2001 (LEA), Council is required to hold local body elections every three years with the next election day falling on 11 October 2025. The process and timing for the election is determined by the LEA and the Local Government Act 2002 (LGA) which set the timetable for the conduct of the elections and the processes for the inaugural meetings of Council and the community boards after the elections.
3 This election cycle, in addition to the election of the councillors (including one Māori ward councillor) and community board members, will also include polls on whether the Kapiti Coast Māori Ward and Te Upoko o te Ika a Māui Māori Constituency (Greater Wellington Regional Council Māori constituency) should remain in place for the 2028 and 2031 local body elections.[1]
4 Once the new Council and Community Board members are elected, an induction period will commence. This period commences after the final election and poll results are declared and will run until Council breaks for the Christmas period in mid-December (the last meeting of Council is scheduled for 11 December 2025). The induction phase will contain relevant briefing and training sessions which serve to ensure that elected members are provided with the right tools, guidance, information and knowledge to discharge their roles and responsibilities.

5 Newly elected members will come into office the day after the final results are publicly notified in line with the LEA.[2] As part of the induction period, before elected members can officially act in their roles as elected members, they must be sworn in by making a declaration of office. As per the provisions of the LGA, this must occur at an inaugural meeting (‘the inauguration’) which is set for Thursday 30 October 2025.[3] This ceremony must also include the election of appointment of the Deputy Mayor and the explanation of relevant information and has traditionally also included a p ōwhiri led by mana whenua.

6 The inauguration ceremony following the 2022 local body elections took place at Te Raukura ki Kāpiti. The upcoming ceremony can once again be booked at Te Raukura ki Kāpiti considering the venue meets all of the requirements including space for a celebratory drink and kai after the conclusion of the formalities as well as the ability to livestream the meetings.[4]
7 Alternatively, other venues to hold the ceremony can be discussed and explored.
8 Mana whenua are encouraged to discuss involvement in the inauguration ceremony by providing input into an appropriate venue and format of the ceremony and by supporting the pōwhiri and joining in the celebrations after the formalities have concluded

9 Any input provided will be taken into consideration and will support the planning of the overall induction phase and the inauguration ceremony. Once a more detailed plan has been developed, this will be further socialised with Council’s mana whenua partners.

Resolution to Exclude the Public
|
That, pursuant to Section 48 of the Local Government Official Information and Meetings Act 1987, the public now be excluded from the meeting (with the exception of Community Board representatives) for the reasons given below, while the following matters are considered. The general subject matter of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution are as follows:

[1] As a result of Kāpiti Coast District Council and Greater Wellington Regional Council deciding to establish a Māori ward/consituency, under the provisions of the LEA, both councils are required to hold polls to decide the future of their ward/consituency.
[2] Under the LEA, the latest date is 19 October 2025.
[3] In line with the LGA, the inaugural meeting must be notified not less than 7 days in advance of the meeting. If election results are publicly notified by 19 October 2025 (latest date), the earliest date the inaugural meeting could take place is Monday 27 October 2025 which coincides with Labour Day. Council has traditionally held its inauguration ceremony on a Thursday evening so Thursday 30 October 2025 was chosen as the date for the inaugural meeting of Council. A back-up date of 27 November has also been identified in case a recount of the elections is requested through the Courts.
[4] Ensuring the meeting is public is required under the provisions of the Local Government Official Information and Meetings Act 1987 as the inaugural meeting of Council constitutes a formal meeting under legislation.
