2 Summerset, through its acquisition company Welhom Developments Limited, has land parcels 73 and part of 65 Ratanui Road under contract in Paraparaumu. Welhom is seeking to rezone (via a private plan change request) the Site from Rural Lifestyle to General Residential to enable future residential development with provision for a retirement village.

1 This short report explains an upcoming project to improve the beach accessway at MacLean Park, Paraparaumu, and introduces a complimentary project to install storytelling collateral at the park.

B. Nominate Community Board member(s) to take part in the beach accessways project, which includes attending the key stakeholder workshop and/or hui.
Tūāpapa | Background
2 Council’s Beach Accessways Asset Management Plan (October 2023) sets out the need for destination beaches to have high quality, accessible accessways.
3 Beach Development Plans are being developed and will include a plan for accessways. Ōtaki Beach and MacLean Park in Paraparaumu have been selected as the two destination beach accessways to upgrade in 2025. We have funding for Ōtaki Beach improvements and this will take place during the 2025/26 financial year. Funding for MacLean Park is yet to be identified.
4 Desired outcomes for our beach accessways are:
· the ability to use all the accessways every day, all year round,
· greater accessibility for those less mobile, such as ramps with less than 1 in 12 gradients, steps with handrails and stable footing,
· have a separation of pedestrians, horses and vehicles, eg, around boat launching areas,
· ramps/paths/steps that can be reinstated quickly after weather events,
· improved signage that allows users to locate the accessway which best suits their needs, eg, ramp for kayak, handrails, off-road carparks, and will make reporting damage/service requests more efficient.
5 Specifically for Paraparaumu Beach, we also want improved pedestrian access to the beach to reduce the number of vehicles accessing the beach on the north side of the Tikotu Stream.
6 Also, for Paraparaumu Beach, we have a separate, but aligned project to install storytelling collateral at MacLean Park to meet the objectives of the previous Te Uruhi project as resolved by Council at their meeting of 2 March 2023:
· “to provide opportunity for mana whenua stories to be told in an integrated, visible and mana enhancing way”, and
· “to refine and tell our Kāpiti story, to support our destination marketing and sense of self and place.”
7 Well planned beach accessways help deliver good environmental outcomes while protecting the dune environment.
8 We want to involve our partners, key stakeholders and the community in the process to identify the best location and style of the proposed beach accessways, and the storytelling.
9 We have set up a project which involves working with our iwi partners and key stakeholders to create a beach accessway concept plan. We will then engage the wider community on the draft plan.

10 For funding reasons, the concept plan for both beach accessways needs to be finished by June 2025.
11 From the previous work on Te Uruhi, we have some (not complete) story ideas for MacLean Park. We will work with iwi and stakeholders to refine these stories and discuss how to present them.
12 We have engaged Beca Consulting to carry out the technical design of the beach accessways and draft the beach development plans.

4 This is the fourth Paraparaumu Community Board meeting of the 2024/2025 financial year.
5 To allocate Discretionary Grants, the Board should duly consider the established criteria, attached as Appendix 1 to this report.
6 Once funding has been approved and allocated to applicants, accountability reports will be required two months after the event or activity for which the grant was awarded takes place.
