8.1         Update on Social Investment

Te pūtake | Purpose

1       This report provides an update on the Social Investment Fund. A presentation will be provided at this meeting.

Taunakitanga | RECOMMENDATIONS 

That the Social Sustainability Subcommittee note the update on the Social Investment Fund heading into Year 3 of the funding.

Tūāpapa | Background

2       Social Investment funding was designed to provide a more strategic community funding approach to contributing to community outcomes. We have two branches of funding under Social Investment:

·    Social Investment Fund

·    Ōtaki Equity Funding.

 

3       The Social Investment Fund is an outcome focused contestable funding model. In December 2017, Council approved the priorities and principles of the Social Investment Fund.

4       Funding is allocated to organisations that support the following social investment priorities:

·    The Connected Communities priority supports activities that build the capacity for our communities to maximise their strengths, address local needs and enhance wellbeing. 

·    The Capable Sector priority focused on capacity-building support to assist organisations to build their resilience, sustainability and effectiveness.

·    The Safe Communities priority supports strategic partnerships and the development of a district-wide strategic plan for community safety and crime prevention.

5       In 2021/22, a robust decision-making process resulted in nine projects being awarded funding for a range of community initiatives through the Social Investment Fund. Funding agreements were put in place from 1 July 2022 for 3-year periods. The total allocation was $1,035,000 for 3 years, around $345,000 per annum.

6       These projects were awarded funding:

Birthright Ōtaki:  Establishment of new localised model in Ōtaki for sustainable support of ‘whānau led by one person’.

Energise Ōtaki: Funding for their Bright Futures programme which has social outcomes and climate action including Owning our Carbon Footprint and Warm up Ōtaki initiatives.

Greater Wellington Neighbourhood Support: Re-establishment and strengthening Neighbourhood Support across Kāpiti to increase neighbourhood connection and feeling of community safety.

He Tangata Village: Housing in a supportive community village to support young whānau to help equip them to become self-sufficient and have life skills.

Kapiti Youth Support: Support programme for LGBTQIA+ young people between the ages of 10 – 18 in Kāpiti.

Paekakariki Pride (Paekakariki Informed Community Incorporated): Delivery of an annual Pride Festival in Paekakariki.

Ātiawa ki Whakarongotai: Manaaki hub for a range of innovative equity and wellbeing services to enable whānau. This project completed a feasibility stage in Year 1.

Te Puna Oranga o Ōtaki: To provide community-led spaces where people can access resources and links to services, share and learn new skills and build community-led initiatives. 

Volunteer Kapiti & Kapiti Impact Trust: A collaborative project focused on building capability in Kāpiti’s community & social sector with a focus on facilitating sector leadership, championing iwi wellbeing, and growing people skills & capacity.

8       Ātiawa ki Whakarongotai withdrew their project at the end of Year 1 (2022/23) due to changes in their priorities going forward.

9       Year Two reports are received from the funded organisations in November 2024. We will come back to the Social Sustainability Subcommittee with a report on the impact and achievements for Year 1 and Year 2 in January 2025.

10     A selection of projects will be profiled in more depth in following Social Sustainability Subcommittee meetings over coming months.
