6.1         Consideration of Applications for Funding

That the Paraparaumu/Raumati Community Board approves a grant of $500 to Kapiti Coast Rugby League Club, to help with costs with TAG affiliation and to implement their marketing strategy for their Junior Youth Programme.

That the Paraparaumu/Raumati Community Board approves a grant of $500 to Keelan Magalogo to help with costs to travel to Christchurch for the NZ Youth Touch Nationals in February 2022.

That the Paraparaumu/Raumati Community Board approves a grant of $500 to Nikora Hohepa Waata, to help with start-up costs for Māori Warden Aotearoa and purchasing stationery, business cards, uniforms, first aid kit.

That the Paraparaumu/Raumati Community Board approves a grant of $500 plus GST to Raumati South School and the ‘We’re 4 Snow Cone’ to purchase a snow cone machine.

7            Updates

7.1         Update on the proposed Pedestrian Crossing, Poplar Avenue, Raumati South.

Cr Sophie Handford was unable to join the meeting so the update was tabled for Board Members’ review.

7.2         Notice of motion of 3 August 2020: Speed signs Raumati Village centre

Mark de Haast spoke to the letter issued to Guy Burns from the Acting Chief Executive in response to a complaint he made regarding a notice of motion on speed signs at Raumati Village Centre (tabled).

8            Confirmation of Minutes

That the minutes of the Paraparaumu/Raumati Community Board meeting on 23 November 2021 be accepted as a true and accurate record of the meeting.

Cr Halliday advised he had joined Council Officers on a beach patrol and attended a Kapiti Boating Club committee meeting. The Beach Bylaw was discussed including the problem around the lack of disability access at the northern end of the beach on Manly Street.

The Chair advised:

·                the Notice of Motion, to allow people with disabilities to access the beach, will be tabled at the 24 February Council meeting and Board Members will be updated; and

·                delegated powers for Board Members – to be further discussed and prepared (by Board Members) in readiness for the October elections.

 

9            Matters Under Action

9.1         Matters Under Action

Board Members noted progress to date and comments were made on the following actions:

·                Town Centre Project – there had been some concerns around the removal of trees and Board Members were advised that any issues needed to be directed to the Council’s Project Management Office.

·                Raumati Village Safety Improvements:    

-           the Council was still working through funding with Waka Kotahi; and

-           some works had been carried out on Gray Avenue, Paraparaumu Beach.

·                Scooterpark at MacLean Park – planned for 2023.

·                Restoration of Tikotu Stream – had been delayed due to availability of materials.

·                Te Uruhi (The Gateway) – a Briefing is planned for Councillors and the Board will be updated.

·                Community Board fund – a criterion needed to be determined.

·                Restoration of the Wharemauku Stream – hydrology report had been received.

The following updates for Board Members’ follow up list was agreed:

·                Whale song, Kaitawa Reserve Restoration Group and restoration of the Wharemauku Stream to be included as a single item called ‘Wharemauku Park/Central Park Development’

·                Bus Shelters at Bus Stops on the Kapiti Coast – GWRC is working with the Community Board but noted they had no funding

·                Bus Parking areas – GWRC/Council working together to conform to modern site standards.

·                Renown Road Footpath – Cr Randall will take the request to the Annual Plan discussion at the Council meeting on 24 February.
